Project Goal
The Agence de Régulation des Postes et des Communications Electroniques (ARPCE) has embarked on a "postal coding" project, for which it has commissioned Esri Rwanda to acquire ArcGIS mapping software and associated services. Leveraging on ArcGIS Enterprise technology capabilities, ARPCE wished to undertake the mapping of postal zones, using ArcGIS mobile applications to enable public and private businesses involved in shipping/delivery of parcels across Congo to apply for operational licenses (registration and renewal of licenses) and be able to manage their businesses, develop an open application for the public to track their deliveries, map and manage Congo’s Internet & telecommunication networks Infrastructure, and lastly develop data collection, real-time data visualization and reporting applications for ARPCE departments managers to track the “doing of business” for their respective operations.Business Problem Solved

•Quality of service and delivery through ArcGIS technology tools
•Mapping and management of internet and telecommunication infrastructure database
•Data visualization and reporting capabilities for managers
•Revenue generation streams by providing shipping/delivery apps that help them manage their operations
•Compliance through digital tools for inspection teams using ArcGIS mobile apps.
Technology Implemented
ArcGIS software purchased and delivered by Esri Rwanda to ARPCE includes the following items (all with permanent licenses):
- ArcGIS Enterprise - Advanced Permanent Licenses (up to 4 cores, includes ArcGIS Server and Portal with 50 Level 2 named users);
- ArcGIS GeoEvent Server Permanent License ;
- ArcGIS Notebook Server Permanent License
- ArcGIS Network Analyst Permanent Server;
- ArcGIS Pro/ArcGIS Desktop Standard (ArcEditor), Concurrent Use Permanent License
