Project Goal
In the fall 2021 the Tennessee Comptroller’s Office Division of Property Assessments began planning a transition from ESRI’s ArcMap application to ArcGIS Pro. Our organization had to consider how migration to ArcGIS Pro would affect desktop usability, internal workflows, existing GIS applications, server infrastructure, and training curriculum. As Geographic Services began an internal adoption of ArcGIS Pro, it became apparent the existing system of distributed databases and replication was cumbersome and ignored the web GIS capabilities of modern GIS. Planning the ArcGIS Pro migration around web GIS and Enterprise Portal capabilities was necessary for a successful implementation.Business Problem Solved
The creation of our statewide layers depended on 74 disconnected GIS environments spread throughout the state. The TN Comptroller's Office Geographic Services team provided technical support for each county assessor's GIS. Maintaining the GIS in each county required many resources and slowed production. By using ArcGIS Enterprise and branch versioning, we were able to provide editable web feature layers. Editable web feature layers and access to the state's enterprise portal allowed counties to decommission their localized GIS. They now edit layers using ArcGIS Pro desktop. County assessor offices no longer house GIS components (servers, drivers, licenses) on local machines in their office.
Technology Implemented
In order for the conversion to ArcGIS Pro to be effective, we knew a robust Enterprise Portal would need to be implemented. We worked with Michael Mirobelli at ESRI and our organizations Technology Solutions group to implement an architecture redesign. Estimating the number of services and users allowed the Comptroller’s Office to build out an architecture that can handle large numbers of editors and services.
We also enlisted the help of the Adoption Strategy team to support us in our conversion. Discussions with that team allowed us to record what we had done, and form a plan to maintain continued buy-in.
We used many facets of the Enterprise suite of tools, especially ArcGIS Hub and ArcGIS Dashboards. We also upgraded our ArcGIS Monitor to ArcGIS 2023.3 from the earlier 10.x version. We are implementing the GIS Request Management Solution to support counties after the conversion.
