Project Goal

Our goal was to support Clayton County's Strategic Operational Plan with a performance data management solution. The solution needed to enable stakeholders with the capability to store, submit, and visualize key performance indicator data associated with the Strategic Operational Plan, with a special focus on governance, transparency, and accountability. The County had been using another third-party application to serve these needs, however internal stakeholders and the public regularly encountered issues that negatively impacted user experience. A replacement needed to be user friendly and accessible.

Business Problem Solved

The Esri-based performance data management solution we developed, the Strategic Performance Hub, enabled users on three fronts:

- It allowed internal and external stakeholders to easily access all data associated with the Strategic Operational Plan in a centralized hub.
- It streamlined the data entry process, with department-specific survey forms that focused on quality assurance, secure access, and ease-of-use.
- It empowered internal and external stakeholders with dynamic data visualizations of all Strategic Operational Plan data. Insights could be drawn from these graphic resources, fostering decision-support for future planning efforts and cultivating trust through operational transparency.

Development Team Biography

Project lead: Chandler White, GISP
Chandler holds the GIS Technical Coordinator position with the Clayton County Department of Information Technology, serving in a leadership position in the management of Clayton County's enterprise GIS.

Asst. Project Lead: Richa Adhikari, Ph.D.
Richa served as the Strategy & Performance Management Analyst with the Clayton County Office of Resilience & Sustainability. Dr. Adhikari worked closely with departmental stakeholders in the management of performance data.

Principal Stakeholder: Jaime Montalvo, MBA, CGCIO
Jaime serves as Clayton County's CIO, leading the Department of Information Technology. Jaime is responsible for ensuring support for business operations with technology throughout the county.

Principal Stakeholder: Landry Merkison, MBA
Landry serves as the Deputy COO of Clayton County. He oversees day-to-day operations at Clayton County.
