Project Goal

The d15+ Project, spearheaded by the Geomatic Section of Pengurusan Air Selangor Malaysia, more than an effort to automate’ s operations and streamline data access - undertakes an initiative that is holistic. 15 fully operational applications developed in-house in five months using ESRI’s low-code application builder. This project represents the motto “Trust your G-People” and centers on staff empowerment, skill development, and ownership. The project , integrates geospatial technology with cultural transformation in the water sector. Transformation shifts from top-down management to team-driven innovation. While the project focuses on the creation of dashboards and mobile applications, its true value lies in its approach to people development. The project's goal is not only to build tools for water distribution management but to instill a sense of ownership, confidence, and creativity among the team members.

Pengurusan Air Selangor’s Geomatic Section faced operational inefficiencies due to reliance on manual, scattered data management and delayed reporting. Frequent meetings were required to access critical data, resulting in slow decision-making and a lack of actionable insights. As the demand for data-driven decision-making grew, it became evident that digital transformation was essential. However, the challenge was not purely technological—there was also a need to shift from a top-down management approach to one that empowered staff to lead innovation. Rather than outsourcing the application development to external consultants, the project partnered with ESRI Malaysia to elevate skills and empower internal staff to self develop 15 applications and take ownership of the process.

Technology Implemented

The software used in this project includes ArcGIS StoryMaps, Survey123, ArcGIS Dashboards, and ArcGIS Experience Builder, all powered by ArcGIS Enterprise. ESRI's low-code application builder was selected for its user-friendly interface and the fact that no programming expertise is required. Given that not all team members are Geomatic graduates, with many aged between 30 to 45 and having spent years in routine roles, training played a critical role in ensuring success. Before the training, we received valuable support from ESRI Malaysia through a Strategy Workshop and Technical Development Programme, which helped identify gaps in our team's capabilities. The collaboration with ESRI Malaysia has been instrumental in the success of this project.
