City of Seguin

Project Goal

The City of Seguin, TX is a historically rural city of 30,000 transforming in real time to an exurb of the San Antonio core-based statistical area after the influx of rapid industrial, commercial, and residential growth. To effectively deal with this situation, the city needed to transform its GIS strategy and approach to a modern one of managing data alongside a rapidly growing community and escalating demands of city-provided services. The City had 15 years worth of valuable data in numerous city departments and we focused our new GIS strategy by adopting best practices in Enterprise GIS, concentrating on server, data, and application management. This logic has effectively connected citizens, employees and business partners to information within the City with the creation of the Seguin GIS Hub site.

Business Problem Solved

We successfully addressed several business challenges, including breaking down data silos and resolving the issue of multiple versions of shapefiles, which were hindering data consistency and access. Additionally, we tackled the problem of fragmented databases spread across various departments, streamlining them for easier access and collaboration. In response to the extreme population growth, we ensured that systems were scalable to handle increased demands. We also focused on improving transparency across datasets to foster better decision-making and accountability. Moreover, we facilitated the transition from a single-user account model to a small government enterprise agreement, improving overall access and efficiency for the organization.

Technology Implemented

As we followed the best practice approach of setting up a full-on Enterprise environment within the City, we heavily utilized a list of ESRI solutions. We focused our newly created HUB site to focus all of our new application on Instant Apps, Storymaps and Dashboards within ArcOnline. All of our internal applications, data collection and integrations within core business systems relied on SSO access within ArcPortal. Experience Builder played a key role when an application needed a more complex look and deployment.

Development Team Biography

The GIS project was led by a dedicated team of professionals committed to transforming the City of Seguin’s GIS strategy. The GIS team, led by Travis Acklin, GIS Manager, included Jeremiah Villareal, Senior GIS Technician, Josi Tesauro, GIS Technician, and John Saldana, Smart Grid Manager. Senior management played a crucial role in guiding the project’s success, with Steve Parker, City Manager, Shane McDaniel, Chief Information Officer, Pam Centeno, Director of Planning and Codes, and Tim Howe, Director of Utilities, providing oversight and strategic direction throughout the initiative.
