Disaster and Emergency Management Presidency (AFAD)

Project Goal

The Disaster and Emergency Management Presidency of Turkey (AFAD) has established, for the first time, a landslide and rockfall susceptibility and hazard analysis and mapping system covering the entire country, known as the Disaster Risk Reduction System (ARAS) and built on the ESRI Geoserver infrastructure. This system will also serve as the foundation for an active landslide monitoring and early warning system, in accordance with the protocol signed between the AFAD Presidency and the General Directorate of Mapping, which involves conducting aerial LiDAR imaging across all of Turkey to update the national landslide inventory database.

Business Problem Solved

As part of disaster risk reduction efforts, it enables the planning of all disaster risk reduction processes related to natural hazards across Turkey’s 81 provinces. In this way, it also makes a significant contribution to an effective disaster risk management process.

Technology Implemented

ESRI Enterprise products are used both as servers for modeling algorithms and in the processes of preparing data and making it ready for upload to the main system using the ArcGIS Pro desktop application.

The Presidency of Disaster and Emergency Management is responsible for the prevention of disasters and the mitigation of their impacts, responding to disasters, and ensuring the swift completion of post-disaster recovery efforts. It is a multifaceted, multi-stakeholder institution established with a flexible and dynamic structure that prioritizes interdisciplinary collaboration in its operations, ensures the rational use of resources in this field, and facilitates cooperation among all institutions and organizations across the country to plan, direct, support, coordinate, and effectively implement the necessary activities. Within this framework, a new disaster management model has been implemented in our country, and with this model, the priority has shifted from “Crisis Management” to “Risk Management.”
The Presidency of Disaster and Emergency Management is the sole authorized institution regarding disasters and emergencies.

Return on Investment

Risk mitigation efforts conducted using results generated by the ARAS system, which operates on an ESRI infrastructure, have significantly facilitated the settlement of damages that may arise following an incident.
