Project Goal

The implementation of the Mobile & Web Application (MoWA), a solution developed on the ArcGIS Enterprise platform for Land Health Assessment (LHA). The initiative aimed to replace manual and siloed workflows with a centralized, location-enabled system to support planning, field data collection, and real-time operational monitoring for TNB. By leveraging ArcGIS field applications and real-time dashboards, TNB successfully bridged the gap between office-based planning and field execution, resulting in improved data integrity and operational transparency.

Business Problem Solved

Prior to the implementation of the LMU Mobile & Web Application (LMU-MoWA), Land Health Assessment (LHA) activities were largely dependent on manual and fragmented workflows. Task planning and site assignments were managed through spreadsheets, while field data was captured using paper-based forms and subsequently re-entered into digital systems. Field crews operated without access to live, geospatially enabled maps, resulting in several critical challenges:

1) Limited Spatial Data Visibility: Field teams relied on physical plans and static maps, making it difficult to accurately identify land boundaries, encroachments, and site conditions while on-site.

2) Data Latency and Silos: Information recorded on paper checklists often took several days to be digitized into individual Excel files, creating data silos and leading to outdated or inconsistent records. And;

Technology Implemented

Tenaga Nasional Berhad (TNB) implemented a geocentric enterprise GIS architecture built on three key components of the ESRI ecosystem. This architecture was designed to ensure data integrity, operational efficiency, and enterprise-wide accessibility of spatial information. The three key ESRI ecosystem involved are;

1. ArcGIS Enterprise and Portal for ArcGIS
2. Field Mobility (ArcGIS Field Maps and Survey123)
3. Web Dashboard

Development Team Biography

The Land Management Unit (LMU) is a strategic unit under the Property Services Department, TNB Globals Business Solutions Division and is primarily responsible for managing and administering land assets for Tenaga Nasional Berhad (TNB). The core objective of LMU operations is to ensure that all land required for TNB’s activities is legally secured, optimally utilized, and strategically managed in support of a reliable power supply and long-term corporate sustainability.

LMU is committed to delivering value-driven land and property solutions, enhancing asset performance, and providing excellent customer service to both internal and external stakeholders. The unit plays a critical role in supporting TNB’s infrastructure, including power stations, electrical grids, substations, offices, stores, and yards

Return on Investment

LMU-MoWA has delivered measurable value. The dramatic reduction in processing time per site, the acceleration of national LHA completion from nine years to just three and a half years, and the monetized value realization of nearly RM 2.0 million demonstrate that geospatial digitalization can directly contribute to financial and operational performance. The elimination of paper-based workflows and the strengthening of data governance further reinforce TNB’s commitment to cost efficiency, sustainability, and regulatory compliance.
