Hawaii County Civil Defense Agency

Project Goal

The Hawaii County Civil Defense Agency provided vision to our community and the State of Hawaii in preparation and response to COVID-19 worldwide response. The County of Hawai’i Civil Defense Agency adapted a geospatial-based solution beginning 3/19/2020 in response to COVID-19 policies and emergency proclamations. Our agency began building products to inform the community and engage in data collection to determine the appropriate response for educational measures and policy decision-making. The current State of Hawaii Safe Travels program multi-layered process grew from a Survey123 design that Hawaii County Civil Defense Agency, in partnership with Hawaii Tourism Authority, developed in response to the Governor of Hawai’i’s mandatory travel quarantine.

Business Problem Solved

The County of Hawaii leadership tasked Hawaii County Civil Defense Agency to improve situational awareness (internal and public) through GIS. Web apps, Survey123 products, and dashboards were created to educate the public, allow operations to input feedback and data collection, and maintain situational awareness for the County of Hawaii’s policy team. Our team participated in GIS coordination calls with state and county partners where we assisted in providing vision and guidance for developing geospatial tools in response to COVID-19.

Technology Implemented

ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online, Survey123 for ArcGIS, ArcGIS Operations Dashboard, ArcGIS Online Web Maps and Apps, and ArcGIS Hub site.

Development Team Biography

Joshua Black - Civil Defense Plans and Operations Officer, co-leader of the development for GIS applications to collect, disseminate and respond to COVID-19 policies issued by State and County of Hawaii. Currently attending Penn State University Geographic Information Systems Graduate Degree.

Asia Wasser - GIS Analyst, co-leader of the development of GIS applications to collect, disseminate and respond to COVID-19 policies issued by the State and County of Hawaii. She has a Bachelor of Arts in Geography/Environmental Studies from the University of California, Los Angeles (UCLA) and Master’s of Science in Geography with a Concentration in GIS from San Diego State University.
