City of Kirkland

Project Goal

The City has been utilizing Esri GIS for over twenty years and needed to move its on-premise Enterprise GIS infrastructure to the Azure cloud. Moving the GIS to the cloud aligned with City of Kirkland technology strategies to move not only GIS, but all City IT systems into the cloud. It included both a significant desktop and mobile deployment along with a variety of web applications. The following were the key goals related to the migration project:
- Migrate the current GIS system architecture to the Azure cloud
- Look for opportunities to improve the system architecture
- Address availability requirements (integrated systems, public safety)
- Support for legacy systems
- Address desktop and mobile solution and data migration workflows
- Install and Configure Enterprise ArcGIS

Business Problem Solved

- Improved the city’s ability to respond in a major regional disaster by keeping mission-critical applications available.
- Reduced operational overhead.
- Helped the Kirkland IT Department be more nimble.
- Provided even better reliability and availability.

Development Team Biography

Xiaoning Jiang - Deputy Director of IT, with the city of Kirkland since 2000. She was the project manager for the GIS Cloud Migration Project.
Joe Plattner - IT Supervisor – GIS, with the city of Kirkland since 2004. He was the lead on the Geodatabase
Kim Sun - Senior GIS Analyst, with the City of Kirkland since 2001. She was the lead on the ArcGIS Server
Alyssa Buffalow - Senior GIS Analyst, with the City of Kirkland since 2012. She was the lead for the Portal for ArcGIS and ArcGIS Online
Mike Meneghini - Senior GIS Analyst, with the City of Kirkland since 2015. He was the lead for the application integration
Jeziel Juliano - GS Analyst, with the City of Kirkland since 2017. She assisted with planning and testing
Joe Neville - GIS Analyst, with the City of Kirkland since 2017. He assisted with planning and testing
Zen Moore - GIS Analyst, with the City of Kirkland since 2020. He helped with post-upgrade documentation and validation.
