Colonial Pipeline Company

Project Goal

Colonial Pipeline previously relied on a GIS data model that was coming to the end of its data management lifecycle. The data model needed to be upgraded to a more dynamic version. The new data model now meets the long-term modern needs of data maintenance and data quality management. The old GIS data model was managed using a custom solution that was inefficient and difficult to maintain. The GIS infrastructure also needed to be enhanced to meet the needs of new database standards, larger datasets, increased data requests and the requirements to support projects in the field and office. Updating the data model and GIS infrastructure helped solve a number of challenges including a backlog of data edits, slow processing of field-submitted forms and slow performance when displaying or pulling spatial data.

Business Problem Solved

The multistage project (from pilot to deployment) yielded a well designed long-term solution such as:

* Replace an aging GIS data model with the Utility and Pipeline Data Model (UPDM)
* Implement a service-oriented architecture (SOA) with system performance optimization and tuning
* Establish more reliable end-user tools for field personnel to submit forms quickly
* Publish intuitive custom web map applications catered for specific departments and for the entire company
* Deploy mobile web maps quickly with the ability to edit data with better control measures
* Provide the ability to edit linear referenced data using the ArcGIS Pipeline Referencing (APR) with shorter turnaround and using Data Reviewer to assist with control of data quality management
* Produce illustrative procedures for maintaining the LRS-enabled system specific to Colonial’s workflow
* Minimize reliance for third party software products
* Designed to grow with future development and expansion
