County of Lennox & Addington

Project Goal

The goal of the project was principal to conduct a transformation of staff workflows from an otherwise paper form retention system to a digital format for retention, analysis and streamlined communication, through a user-friendly and flexible platform.

The paper-intensive record system lacked efficiency, limited information communication and was difficult to enforce consistency.

Monitoring performance measures and evaluating business intelligence is difficult and time-intensive and organizationally we couldn’t reliably measure work that had taken place. Workflows were inhibiting the communication between staff and management, information was impossible to critically analyze to make transparent business intelligence-based decisions.

The opportunity for a transformation solution was here; the team looked to the capabilities of Esri’s ArcGIS Platform to implement a solution and the result was a solution that directly addressed the challenges above.

Business Problem Solved

Through the digital transformation in departmental workflows, some of the productive outcomes from the project were:
-Documentation retention and accessibility, coordination and communication between management and field staff;
-Tangible measurements of effort;
-Transformation of workflows from tribal knowledge and paper into repeatable and transparent procedures;
-An adaptive and flexible application for staff to use without a steep learning curve, and generally user friendly to enable buy-in;
-Capacity to communicate bi-directionally between office and field without the necessity of a phone call and capture that information in a system of record;
-Communicate the daily tasks of staff to management that are otherwise unseen and spread out geographically in an easy to read manner, coordinate workflows and task management in a manner easy consumed by mobile users;
-Meeting and communicating legislative requirements and compliance acknowledgement.

Development Team Biography

Matt Mulder, GIS Technician
Graduate of Wilfrid Laurier University, Waterloo ON, & Fanshawe College, London ON. He joined the Lennox & Addington GIS team in 2018. With the County, Matt’s primary focus has been on the leveraging of ArcGIS Online and field apps in the organizations’ digital transforming of staff workflows, facilitating the collection of asset information and assessment in order to support the County’s business decision-making processes.

Nathan Bruce, GIS Analyst
A career focued on the usage of GIS for emergency services, infrastructure management, planning and the coordination of GIS projects facilitating collaboration between local and regional municipal governments. At the County of Lennox & Addington, he has been working to expand the capabilities of GIS for corporate business intelligence and to extend data collaboration among County stakeholders through Cloud platforms.
