Project Goal

During and immediately following a severe weather event, our mitigation and recovery team needed a way to quickly communicate guidance and best practices with our state and local partners as they collected damage assessment information. We needed a central location to gather self-reported damages from citizens, post guidance, tools and information for our local emergency management community and share follow up webinars and training related to the FEMA public assistance process.

Business Problem Solved

We needed a tool to communicate information beyond the capabilities of our agency website. Most importantly, we needed to communicate information and gather data using a system that everyone on our mitigation and recovery team could update in a collaborative environment.

Technology Implemented

We used an ArcGIS Hub initiative to host our primary application. We were able to used Hub Premium capabilities like teams, followers and events to connect with technical GIS users as well as non-technical emergency management staff in our partner agencies. Our Hub application hosted a simple Attachment Viewer app for internal users to view self-reported damages from citizens in different jurisdictions. We hosted a set of Survey123 template forms that our partners could use in their own GIS to collect data for tracking volunteers, donations and debris reporting.

Development Team Biography

Josh Groeneveld is the GIS Coordinator for the Utah Division of Emergency Management. He serves on the National States Geographic Information Council (NSGIC) Geospatial Preparedness Committee as well as the Utah Mapping Emergency Technical Team. He has previously served on the Utah Geographic Information Council board. He holds a Master’s Degree in Geography from the University of Utah and a Bachelor’s Degree in Geography from Western Michigan University.
