Project Goal

The main project goal was to develop a common cloud-based data collection platform across three resource programs utilizing the BLM/DOI Esri infrastructure. Previously a combination of Microsoft Access, FileMaker Pro, and paper forms were used while the new system uses Field Maps, Survey123, and ArcGIS Online. We also needed to coordinate site location status, quality control reporting, and data fixes between thousands of BLM staff, contracting companies, and field crews across 11 states. Here we used a combination of ArcGIS API for Python, ArcGIS Ops Dashboard, ArcPro, and Data Driven Pages that run live time on the ArcGIS Online Hosted Feature Service. Finally, we needed a single centralized data store for field data and summary indicators for future analysis. For this we used ArcSDE/SQL with access via web maps using ArcGIS Enterprise web services, WebApp Builder, and ArcGIS Hub; ArcGIS Desktop; Excel; R using the R-ArcGIS Bridge; and ArcGIS API for Python.

Business Problem Solved

One of the biggest accomplishments of the project was significant improvement in the coordination of thousands of users visiting over 7,000 remote locations annually spread across 250 million acres in 11 states. Another big win was centralized, live time, data quality control of thousands of data fields, hundreds of layers, and millions of data points. Everyone can now see issues the same day for immediate correction vs. waiting until the end of the season. Survey123 even allowed us to build sophisticated rule sets right into the form, eliminating 125 common data errors, allowing crews to correct them while still in the field where the entries can be verified. Also, using cloud-based ArcGIS Online allows us to process the data immediately at season’s end with no shipping of files. The management of over 60,000 images per year went from taking months to minutes. Finally, with all three programs using the same platform we were able to build solutions once and use them three times.

The Bureau of Land Management (BLM) Assessment, Inventory & Monitoring Program (AIM) team is comprised of, and supported by, members from multiple internal and external entities including The BLM National Operations Center, The Sanborn Map Company, Axim Geospatial, the BLM Enterprise Geospatial Services Branch, Colorado Natural Heritage Program of Colorado State University, the Department of the Interior GeoPlatform team, the USDA Agricultural Research Service Jornada Experimental Range, and the Utah State University National Aquatic Monitoring Center.
