Project Goal

Hutt City Council is working on many exciting initiatives, both in terms of rejuvenating and protecting our city and community, and making it easier for our customers to do business with us. Local Government doesn’t always excel in this area, and we want to provide the best local government services we can. We have to do this, however, within the constraints of Council income and spending priorities, as well as wanting to keep our city’s rates as low as possible (by keeping costs down through, for example innovation and creativity with projects such as this one).
This part of this strategic initiative started with the goal of creating a tool that would make it easier to report problems to Council, at the same time as improving the quality and accuracy of the information collected, and integrating with existing systems to increase efficiency.

Business Problem Solved

Report a Problem enables customers to easily log problems by phone or online.

Once Report a Problem was deployed the business realised that an internal version with additional functionality would further resolve problems and double handling:
• User authentication, and auto population of details
• Additional details about the problem, allowing allocation straight to officers
• A spatial view accessible in the field
This has resulted in faster responses, more efficient location of problems, and easy grouping of duplicate reports.

Once IRAP was deployed, the immense value of a real time spatial view of the current state of problems and resolution work in the city started to be truly realised. Emergency management teams, as well as Council management, now see this as a crucial tool in the management of emergency events.

Technology Implemented

• RAP and IRAP built using HTML and JavaScript with Esri ArcGIS API for JavaScript framework(version 3.9) for map functionality. A .net web service to integrate with Confirm Customer Services module.
• Esri ArcSDE for the spatial view of the event layer
• Python scripts to populate dropdown fields from csv files.
• ArcGIS Online Dashboards
• Survey123 for ArcGIS for Rapid Building Assessment forms
