Project Goal

For over 10 years, the Alabama Department of Transportation (ALDOT) has been a leader in implementing GIS technologies. The abundance of GIS staff expertise, coupled with well formulated, well understood business processes, led to the rapid deployment of GIS technologies around the agency. However, lack of organization led to spin-off projects and several disparate GIS datasets with little governance.

In 2013, ALDOT embarked on the implementation of a new, multi-year Enterprise GIS (eGIS) program to resolve these issues and modernize a broad range of business systems including Linear Referencing Systems (LRS), Road Inventory, HPMS Reporting, and Traffic Data Management. The key to the success of this program was to establish a new, authoritative Linear Referencing System (LRS) using the Esri Roads and Highways solution. The new LRS serves as the foundation for integrating new and existing business systems by providing a single source of measures on which all systems will be based.

Business Problem Solved

DOT funding is based on a broad range of data provided to the FHWA by each state DOT. One of the most important data sources is the FHWA Highway Performance Monitoring System (HPMS) Report. Ineffective or insufficient HPMS reporting can result in funding reductions for a DOT. Prior to implementation of the EGIS program, the data management processes, data integration, and staff collaboration needed to prepare ALDOT’s HPMS report were not efficient. Now with the new EGIS system in place, ALDOT has been able to prepare the HPMS report much more efficiently, paving the way for their best HPMS reports to date.

Technology Implemented

ALDOT has been a long-standing Esri software user. ArcGIS for Server, ArcGIS for Desktop, and Field applications have been used over the course of the agency’s GIS history. With the new EGIS program, the Esri Roads and Highways solution (Desktop and Server) serves as the central data management application for managing routes and road characteristic data. ArcGIS Workflow Manager has been implemented to normalize editing processes and control version management. Collector for ArcGIS was recently implemented to improve the integration of field processes with the Enterprise Geodatabase. Finally, ArcGIS Online has been established to provide staff throughout the ALDOT organization with access to EGIS data, map services, and applications.
