Project Goal
The primary goal of the project was to create a comprehensive digital twin of the Flamingo Water Resource Center by integrating indoor mapping, BIM models, drone imagery, laser scanning, and GIS data into a single operational platform. CCWRD sought to transform static facility information into a dynamic, interactive environment that would improve decision-making, increase collaboration, and provide staff with greater awareness of both indoor and outdoor infrastructure assets.Business Problem Solved
Prior to the project, CCWRD relied largely on static AutoCAD floor plans and lacked a modern solution for visualizing and managing interior spaces. This resulted in challenges such as difficulty locating employees and workspaces, limited visibility into safety and security assets, inefficient management of IT infrastructure, underutilized BIM models, and no unified environment for integrating drone imagery and laser scan data. The new digital twin initiative addressed these issues by providing a centralized, spatially accurate platform for facility operations and asset management.
Technology Implemented
CCWRD implemented a modern geospatial ecosystem built around Esri technology. The solution includes ArcGIS Indoors for interior mapping and wayfinding, Site Scan for ArcGIS for drone imagery and 3D mesh generation, terrestrial laser scanning for high-precision reality capture, and ArcGIS Pro for integrating Autodesk Revit BIM models into GIS workflows. Together, these technologies create a unified digital representation of the facility that can be shared and accessed through ArcGIS Online and other ArcGIS applications.

Company Overview
The Clark County Water Reclamation District (CCWRD) is Nevada’s largest wastewater utility, serving more than 260,000 customer accounts throughout Southern Nevada. The District manages over 2,400 miles of pipeline and operates six treatment facilities, including the Flamingo Water Resource Center, which treats and recycles more than 106 million gallons of wastewater per day. As a critical provider of public health and environmental services, CCWRD continually invests in innovative technology to enhance operational effectiveness and infrastructure management.
Return on Investment
Although the digital twin initiative is still expanding, CCWRD is already realizing substantial operational benefits. Staff can quickly locate workspaces and safety equipment, reducing response times and improving facility navigation. IT teams have better visibility into network infrastructure, while operations and construction personnel gain real-time insight into project progress through drone imagery and BIM integration. The ability to virtually assess facilities before visiting them has improved safety, reduced field time, enhanced collaboration across departments, and increased overall operational efficiency. These improvements establish a strong foundation for long-term infrastructure management and future predictive capabilities.
