Project Goal

Quito Data Hub is a geospatial ecosystem designed to transform citizen security management in the Municipality of Quito through the strategic use of data. Its goal is to democratize access to information through public modules, while strengthening strategic and operational decision-making in the Metropolitan District of Quito through advanced internal modules. These modules integrate multisectoral information from the citizen security sector into a geographic environment, with a scale of analysis that reaches street level. Additionally, they incorporate geospatial analysis and forecasting capabilities that enable the anticipation of insecurity dynamics, the prioritization of interventions, and the coordination of interagency actions. In this way, the Quito Data Hub establishes itself as a local and national leader in geospatial intelligence applied to citizen security, strengthening evidence-based decision-making and territorial management.

Business Problem Solved

Municipal-level citizen security management faced challenges such as data fragmentation, limited territorial disaggregation, and a lack of geospatial forecasting capabilities. The available information was used reactively, based on post-incident records, without the ability to anticipate patterns or target interventions at the micro-territorial level. In previous years, this limited strategic planning and the effectiveness of operational actions.

The Quito Data Hub transformed this approach by integrating multisectoral information from the citizen security sector into a geospatial ecosystem, with analysis down to the street level. Through geospatial analytics and forecasting, it enabled the anticipation of trends, the identification of risk areas, and the planning of more strategic and coordinated interventions. This strengthened institutional capacity to act preventively and optimize resources, consolidating an evidence-based management model.

Technology Implemented

The Quito Data Hub was developed using Esri’s ArcGIS ecosystem, integrating tools for the management, analysis, and dissemination of geospatial information related to the citizen security sector of the Municipality of Quito, including crime, risk factors, and response capabilities. ArcGIS Online enabled the management of this information in a centralized environment; ArcGIS Dashboards facilitated real-time monitoring of indicators and territorial patterns; and Survey123 supported field data collection, integrated directly into the platform. Additionally, ArcGIS Experience Builder, StoryMaps, and ArcGIS for Power BI enabled the development of applications and the strategic communication of results.

ArcGIS Pro enabled advanced geospatial analysis through geoanalytics and geostatistics tools, which supported the development of geospatial forecasts at the micro-territorial level, strengthening the anticipation of insecurity dynamics and evidence-based decision-making.

Development Team Biography

The project was developed by the Metropolitan Observatory for Citizen Security and Risk Management, part of the General Secretariat of Citizen Security of the Municipality of Quito, through an interdisciplinary team specialized in geospatial analysis, data science, citizen security, and public policy. The team has expertise in data integration, geospatial modeling, advanced analytics, and the development of technology solutions designed to support decision-making.

Its approach combines technical capabilities with territorial knowledge, enabling the design of tools applied to citizen security management. Additionally, it coordinates interinstitutional collaboration with sector stakeholders, strengthening a data- and evidence-driven collaborative model.
