Project Goal

The goal of the All-Hazards Dashboard is to strengthen CalHHS’ enterprise-wide emergency preparedness and response by providing a centralized, near-real-time operational view of hazards, facilities, and vulnerable populations across the state. The platform integrates multi-agency data into a unified decision-support environment, enabling faster executive awareness, coordinated response, and more accurate reporting during complex emergencies. By modernizing fragmented manual processes and establishing validated, structured data workflows, the AHD enhances transparency, accountability, and protection of vulnerable Californians during disasters.

Business Problem Solved

CalHHS previously relied on fragmented, manual, and department-specific processes to collect and report facility status and emergency impact data during disasters. This created delays, inconsistent reporting, limited visibility across departments, and increased administrative burden during rapidly evolving emergencies. There was no single, validated enterprise view of hazards, facility impacts, evacuations, or resource needs.

The All-Hazards Dashboard solved this by centralizing multi-hazard data, standardizing reporting workflows, and creating a unified operational picture that supports faster executive decision-making, improved coordination with partners, and more accurate statewide reporting.

Technology Implemented

The All-Hazards Dashboard leverages Esri’s ArcGIS cloud platform, primarily deployed through ArcGIS Online, as the foundation for near real-time geospatial visualization, data integration, and secure information sharing. The dashboard aggregates data from dozens of state, local, and federal sources and uses Web Maps, ArcGIS Dashboards, and ArcGIS Experience Builder to deliver interactive operational views, executive reporting tools, and situational awareness products across CalHHS and partner agencies. Esri Survey123 supports structured data collection, particularly for shelter and facility reporting, feeding directly into automated workflows. ArcGIS Online’s OAuth 2.0 and SAML capabilities provide secure, role-based access across departments. Together, these technologies transform cloud-based data into coordinated, enterprise-wide decision support during emergencies.
