Gyeonggi Research Institute

Project Goal

The Gyeonggi Province Climate Platform-based Policy Support System is a regional geospatial platform designed to strengthen climate and environmental decision-making across Gyeonggi Province, South Korea. Launched in December 2024, it connects the Gyeonggi Provincial Government, Gyeonggi Research Institute, and 31 municipal governments through a shared ArcGIS Enterprise environment. The platform integrates 2,108 datasets and delivers basemaps, climate statistics, analytical services, and policy applications for carbon neutrality, renewable energy, green infrastructure, disaster resilience, and support for climate-vulnerable communities.

Business Problem Solved

Climate and environmental data in Gyeonggi Province was distributed across agencies, formats, and jurisdictions, making it difficult to develop consistent, evidence-based policies. Provincial and municipal teams needed a secure way to share authoritative data, conduct spatial analysis, and coordinate responses to carbon emissions, urban heat, renewable energy, natural disasters, and vulnerable populations. The project addressed this challenge by establishing a standardized regional data environment and providing practical policy-support tools that could be used by all 33 participating government organizations.

Technology Implemented

The solution uses ArcGIS Enterprise 11.3 Advanced, including Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store, deployed in a public-cloud architecture with role-based access for Creators and Viewers. ArcGIS Pro Advanced supports spatial analysis and climate modeling. The platform includes more than 10 custom vector-tile basemaps, geocoding services, DEM-based hillshade and relief maps, elevation layers for 3D visualization, and historical aerial imagery. Python and ModelBuilder automate monthly basemap updates, while ETL workflows integrate national and regional data sources. Mobile apps support field collection, offline work, and synchronization.

Development Team Biography

The project was delivered through a multi-agency team combining policy, research, data, and GIS expertise. Gyeonggi Provincial Government provided overall governance and financial support. Gyeonggi Research Institute leads platform operations, data curation, and technical management. Thirty-one municipal governments use the platform and contribute locally relevant content, while affiliated provincial organizations apply specialized datasets to policy work. Esri's ArcGIS Professional Services team provided technical consultation and guidance on basemap development, data architecture, application design, and implementation best practices.
