Project Goal
The Data Responsive Outreach Program (DROP) is a geospatial intelligence initiative designed to improve coordination among health outreach teams and Delaware’s Overdose Response Center (ORC). The platform enables real-time data collection, cross organizational communication, and clear deployment locations to support overdose prevention efforts. Launched in December 2024 as a pilot with 1 group, DROP has onboarded 3 more outreach groups.Business Problem Solved
DROP has proven to be an effective tool for coordinating outreach efforts across multiple organizations. The program has saved significant time on data collection, facilitated deployment of outreach workers in the field, and strengthened cross-agency cooperation.
Technology Implemented
Outreach workers utilize Quick Capture and Survey123 in the field to submit surveys into the ORC. Surveys are designed to take 12 seconds to submit and capture targeted aspects of outreach/engagement work for rapid data collection. The data is loaded into a HUB, where teams can monitor their recent outreach activity, auto-generate reports, and have access to a state-wide collaboration calendar. The ORC
maintains a master HUB for all groups and provides pre-identified deployment zones for each group, highlighted on
their HUB.
Development Team Biography
Mr. Brent Waninger currently serves as the Director of Executive Programs, Grant Administration, and the Overdose Response Center (ORC) within Delaware’s Division of Substance Abuse and Mental Health. In his current position, he provides oversight and executive level project management of multiple initiatives and many federal behavioral health grants.
Jaclyn Black is a Senior Data Intelligence Analyst for the Overdose Response Center. In her current role, she analyzes near-real time overdose and drug trend data, prepares data visualizations of overdose trends, identifies hot spot areas for outreach efforts across the state, and assists in the development and training of DROP.
Dalton Clouse is a Database Manager for the ORC. In his current role, he manages the Data Responsive Outreach Program (DROP), creates geospatial products for various projects throughout the State of Delaware, and facilitates the training and onboarding of new groups into DROP.
