Project Goal

Baltimore County leveraged Esri’s Redistricting solution to support the implementation of Bill 55-25, which expanded councilmanic districts from seven to nine for the 2026 election cycle. The application enabled the County Council and Redistricting Commission to evaluate precinct- and census block-level boundaries alongside population and demographic data, ensuring balanced, compliant districts through a transparent and data-driven process.

Business Problem Solved

Baltimore County needed to rapidly produce legally compliant councilmanic districts under strict legislative timelines while ensuring transparency and public trust. The process required managing complex demographic data, multiple stakeholder inputs, and evolving map revisions, all within a highly visible and time-sensitive environment.

Development Team Biography

Christine Hensler is a GIS Specialist Lead with Baltimore County Government with 14+ years of experience leading enterprise GIS initiatives, specializing in data integration, spatial analysis, and workflow automation.

Emily Barrett is a GIS Specialist III with six years of experience supporting local government through GIS analysis, data management, and solution development using ArcGIS, FME, and Python.

Steven Foley is a GIS Administrator with 25 years of experience, including 22 years with OIT, managing and overseeing the County’s enterprise GIS environment.

Rob Livermore is Chief of Enterprise Applications and Development with 29+ years in OIT, providing strategic leadership for enterprise GIS and database systems.

Harrison DeFord is a BCSTAT Senior Data Analyst with over three years of experience supporting agency data analytics and performance insights.
