Project Goal
Baltimore County leveraged Esri’s Redistricting solution to support the implementation of Bill 55-25, which expanded councilmanic districts from seven to nine for the 2026 election cycle. The application enabled the County Council and Redistricting Commission to evaluate precinct- and census block-level boundaries alongside population and demographic data, ensuring balanced, compliant districts through a transparent and data-driven process.Business Problem Solved
Baltimore County needed to rapidly produce legally compliant councilmanic districts under strict legislative timelines while ensuring transparency and public trust. The process required managing complex demographic data, multiple stakeholder inputs, and evolving map revisions, all within a highly visible and time-sensitive environment.
