Project Goal

With the updated NPDES permit requirements mandating the implementation of a municipal street sweeping program within the MS4, our objective was to develop a GIS-based solution to accurately track and document maintenance activities, maintain comprehensive historical records, and delineate street sweeping service areas. This system ensures we meet or exceed all permit obligations ahead of the 2027 compliance deadline.

Business Problem Solved

In previous years, sweeping operations were using paper maps and routes developed historically by sweeper operators. While this approach allowed us to cover the entire county road network, it did not provide the ability to maintain historical cleaning records or effectively prepare for the new permit requirements. With the updated NPDES permit standards, the Street Sweeping Operations ArcGIS Solution enabled us to implement a structured sweeping schedule designed to meet our compliance goals. It also provided the capability to monitor progress toward meeting permit requirements and to maintain detailed historical cleaning data for each road segment to support accurate reporting.

Technology Implemented

Planning and Public Works Maintenance & Operations staff used the Street Sweeping Operations ArcGIS Velocity solution to manage real-time and big data analytics to support Pierce County’s MS4 NPDES sweeping requirements.

ArcGIS Pro provided the project framework, enabling Velocity to run event-based and big data workflows. Velocity’s fleixable IoT feed capability allowed seamless ingestion of GPS AVL data from the Esri PreCise MRM Fleet vehicle API feed.

Arcade expressions extracted key attributes needed to calculate geometry and interpret temporal fleet data for managing sweeping activities. Dashboards and widgets in the Experience Builder page present clear, accessible information for staff and stakeholders. The solution integrates mapping, analytics, and reporting to support compliance with NPDES sweeping permit requirements.
