Project Goal
The City of Decatur partnered with InterDev to expand the role of GIS as a strategic, enterprise-wide platform supporting planning, infrastructure management, and community engagement. The project aims to modernize GIS capabilities through web applications, dashboards, and data integrations while establishing a long-term GIS Strategic Plan. By enhancing accessibility to spatial data and aligning GIS initiatives across departments, the City is building a scalable, data-driven foundation to improve decision-making, transparency, and service delivery for staff, leadership, and residents.Business Problem Solved
Decatur faced fragmented data systems, limited GIS staffing, and increasing demand for accessible, real-time information across departments and the public. Critical workflows like infrastructure management, planning, and citizen engagement required more efficient tools and centralized data. InterDev addressed these challenges by standardizing GIS data, modernizing applications, and creating intuitive web-based tools and dashboards. This eliminated silos, improved data accuracy, and enabled departments to leverage GIS for coordinated decision-making while enhancing public transparency and engagement.
Technology Implemented
Decatur's solution is built on Esri’s ArcGIS platform, leveraging ArcGIS Online as the system of record and integration hub. Key technologies include Experience Builder for modern web apps, ArcGIS Hub for public-facing sites, ArcGIS StoryMaps for communication and planning initiatives, and web maps and dashboards for operational insights. The platform supports integrations with systems such as Cartegraph and enables continuous updates to base maps, MS4 stormwater data, and open data services. This cloud-based architecture ensures scalability, accessibility, and real-time data sharing across stakeholders.

Currently serving as Director of Geospatial Solutions at InterDev, Chris leads a team of GIS professionals supporting state and local government clients, overseeing departmental growth, budgeting, staffing, and business development initiatives.
Alaina Ellis, GIS Manager
She is a skilled geospatial professional and manager with expertise in GIS project leadership, data management, and team development. As a GIS Manager at InterDev, she leads initiatives for local government clients, overseeing data systems, Open Data portals, and ArcGIS Online implementations to support strategic decision-making and community planning.
Savannah Arnold, GIS Analyst
She is a technically skilled geospatial professional with a strong foundation in GIS, environmental science, and data management.
