The Texas Comptroller of Public Accounts (TX CPA)

Project Goal

The overall goal of the CPAs Geographic Information System Solution Project was to develop a GIS database of local sales tax jurisdictions throughout the state of Texas. Once developed, the database integrated with current CPA systems and assigned sales tax responsibility at the physical address level through online and batch process. The GIS database is now updatable by CPA personnel which can now add new taxing jurisdiction boundaries or to amend existing jurisdiction boundaries.

Business Problem Solved

There are over 1,800 local taxing jurisdictions in the state of Texas, many of which overlap in whole or in part with other jurisdictions. These jurisdictions include cities, counties, transit systems, and special purpose SPDs, each with varying tax rates. The ever increasing number of local sales taxing jurisdiction and the various local sales tax rate combination make it difficult for taxpayers to determine which local sales tax jurisdiction they are in or what correct total sales tax rate is for their location. This project resulted in CPA providing an automated means to determine the local sales taxing jurisdictions at a specific address in Texas and related software, hardware and maintenance services. This in house system is now owned and is under total control of CPA and has enabled to serve the public and local taxing jurisdictions of the state of Texas.

Technology Implemented

Esri technology was used to help create an in-house local sales tax jurisdiction locator system. This project helped modernized the use of GIS to an enterprise robust system that included: ArcGIS Online, ArcGIS Pro, ArcGIS Enterprise, and Esri StreetMap Premium.
