Project Goal

The West Virginia Department of Transportation (WVDOT) has launched a major strategic initiative that has boosted data transparency for both public and internal stakeholders. This effort has built greater public trust, improved accountability, and supported data-driven decisions for all constituents. WVDOT has advanced beyond static data releases to create a comprehensive, accessible platform offering real-time or near-real-time information. The result has set a new standard for open government in the state's transportation sector, making WVDOT's operations more visible to citizens.

Business Problem Solved

Historically, critical transportation data at the WVDOT was highly fragmented and stored across numerous disparate and independent systems. Due to a lack of interoperability and protocols, this essential information was not systematically shared or easily accessible across divisions or teams. This data siloing created substantial inefficiencies, complicated strategic decision-making, hindered comprehensive analysis, and resulted in redundant data collection efforts. These complications were compounded by frequently inconsistent and misinterpreted data sharing and usage.

Technology Implemented

The WVDOT executed this project using a sophisticated suite of Esri geospatial technologies. The approach integrated cloud-based ArcGIS Online with our on-premise ArcGIS Portal and Enterprise, enabling internal data management and external collaboration. Key developments included: StoryMaps for narrative-driven reports to communicate progress; dynamic Dashboards for real-time monitoring of project metrics; and custom Experience Builder applications for tailored, functional user interfaces. This strategic GIS deployment was vital for successfully achieving and communicating the project's goals.
