Project Goal
The City Coordination Division (CCD) is responsible for coordinating the resolutions of urban issues, reported by citizens, as well as for the monitoring and controlling of the public services. The scope of information in various data sources and ArcGIS map layers, necessary for the efficient implementation of CCD functions, prompted the search for innovative solutions. The goal of Smart City System project was to develop a unique system for registering urban issues, managing tasks, and ordering and controlling public services. The main requirements for the system were to meet the needs of residents, the city municipality administration, and public service providers, to optimize the registration of problems and monitoring its solutions, to distribute the tasks effectively, and to enhance the control of quality of public services. The innovative solution was expected to significantly facilitate the operations of the CCD and improve communication among all stakeholders.Business Problem Solved
• The lack of cooperation between the municipality administration, city residents, and public service providers in addressing urban environmental and infrastructure maintenance issues.
• Insufficient involvement of residents in solving urban issues and informing them about the decisions made to address these problems.
• An intuitive and random process for quality control of public services, involving complex planning and ineffective distribution of control tasks.
• There was no tool allowing the service providers to promptly inform about the services provided, and for the municipal administration to register and transmit information to the service provider about identified insufficient quality of provided services.
• The complex collection of statistical data on the quantity of public services provided, the number of service inspections carried out, the number of services with inadequate quality identified, and so on.
Technology Implemented
The Smart City system seamlessly integrates applications catering to both public users and internal stakeholders, including municipality workers and contractors. Utilizing a combination of ArcGIS Enterprise and ArcGIS Online, it serves as a comprehensive platform for city management. The gateway to the Smart City is established through ArcGIS Hub Premium, where users access dedicated applications tailored to their needs. Public users benefit from the convenience of signing in through electronic government portals, ensuring secure and efficient access.
Most of the applications were developed using only standard ESRI tools such as ArcGIS Experience Builder, ArcGIS Dashboards, ArcGIS Survey123, ensuring consistency and interoperability. The system is enriched with integration capabilities, aggregating data from diverse sources including the Waze Live Alert layer and weather data from national weather services, utility data and more.
Development Team Biography
• Rigita Tijunaitiene – head of the City Coordination Division (CCD) since 2020, PhD in Management and Administration, 2015-2020 – Chief of Marketing and development office at Ltd “Busturas”, 2000-2017 Vice Dean for International Relations, projects and Science of Social Sciences faculty and Assoc. Prof. at Šiauliai University.
• Saulius Kondrotas – senior specialist at Information Technology Division since 1996, Information Systems Security and Data Management Officer. He obtained higher education in Radionics.
• Gintautas Šeporaitis - Senior Specialist at the CDD since 2021; obtained higher education in Radionics.
• Oksana Mejere - Deputy Head of the CCD since 2022, Master‘s degree in Law and Management, Master‘s degree in Intercultural Education and Mediation; 2004 – 2015 a project manager, lecturer at Šiauliai University.
• Janina Šeputiene – Senior Specialist at the CCD since 2022, PhD in Economics; also works as an Assoc. Prof. at Vilnius University Šiauliai Academy.
